Audiensi tersebut dilaksanakan diruang aula rapat Inspektorat Kabupaten Tasikmalaya yang dihadiri langsung oleh Ketua DPD ORMAS ARK1LYZ Kabupaten Tasikmalaya Rifki Firdaus beserta beberapa pengurus dan anggota dengan pengawalan beberapa anggota Kepolisian Resort (POLRES) Tasikmalaya dan disambut langsung oleh Irban 1 (satu) Inspektorat Kabupaten Tasikmalaya H. Omay Rusmana, S.Sos., M.Si., Irban 3 (tiga) Inspektorat Kabupaten Tasikmalaya H. Edi Setiadi, ST, dan Irban Khusus Inspektorat Kabupaten Tasikmalaya Ara Sundara, S.Sos., M.Si., (Kamis, 14 Desember 2023).

Kepada tim analisnews.co.id saat dikonfirmasi, Ketua DPD Ormas Ark1lyz Kabupaten Tasikmalaya Rifki Firdaus mengatakan, pihaknya menggelar aksi audiensi kembali untuk yang kedua kalinya terhadap Inspektorat Kabupaten Tasikmalaya dengan tujuan masih mempertanyakan hal yang sama yang sampai saat ini belum ada jawaban jelas dari pihak Inspektorat Kabupaten Tasikmalaya, sejauh mana tindakan dan hasil pemeriksaan Inspektorat terhadap hasil Monitoring dan Evaluasi (MONEV) terhadap Rekomendasi dari Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksaan Keuangan (BPK) terkait aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020 yang diduga kuat banyak permasalahan yang salah satunya menyeret nama Oknum Asosiasi Pemerintah Desa Seluruh Indonesia (APDESI) Kabupaten Tasikmalaya, dua oknum anggota Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Tasikmalaya dan Top Manager TAPD yang diduga telah menjadi aktor intelektual/operator BANKEU tahun anggaran 2019-2020 yang menerima potongan atau feedback sebanyak 40% dengan total keseluruhan mencapai kerugian negara senilai Rp. 38 Miliar Rupiah.

“Acara Audiensi kami hari ini kepada pihak Inspektorat Kabupaten Tasikmalaya untuk yang kedua kalinya dan masih mempertanyakan terkait hasil dari Monitoring dan Evaluasi (MONEV) pihak Inspektorat Kabupaten Tasikmalaya terhadap Rekomendasi dari Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksaan Keuangan (BPK) terkait aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020 yang diterima oleh 92 Desa dari 30 Kecamatan yang saat ini sedang dalam penyelidikan pihak Kejaksaan Tinggi Jawa Barat melalui Kejaksaan Negeri Kabupaten Tasikmalaya terkait aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020. Kami pun meminta pihak Inspektorat beserta pihak Aparat Penegak Hukum (APH) serta seluruh instansi yang terkait agar usut tuntas actor intelektual /operator Bankeu tahun 2020 yang diduga telah menerima potongan atau feedback sebanyak 40% yang di antaranya, oknum APDESI sebanyak 12 miliar, dua oknum Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Tasikmalaya yang masing-masing menerima feedback senilai 16 Miliar dan 10 Miliar dan Top Manager Selaku TAPD, dengan total keseluruhan 38 Miliar kerugian negara. Maka dari itu saya Rifki Firdaus Selaku Ketua organisasi kemasyarakatan AR[1]LYZ Indonesia DPD Kabupaten Tasikmalaya meminta kepada Inspektorat Kabupaten Tasikmalaya untuk segera melakukan Audit Investigatif guna terang benderang nya kasus yang sedang dalam tahapan penyelidikan oleh pihak Kejaksaan Tinggi Jawa Barat melalui Kejaksaan Negeri Kabupaten Tasikmalaya“, ucapnya.

Diwaktu yang sama dan tempat berbeda, Irban Khusus Inspektorat Kabupaten Tasikmalaya Ara Sundara, S.Sos., M.Si., saat dikonfirmasi oleh tim analisnews.co.id diruang kantor Irban 1 Inspektorat Kabupaten Tasikmalaya H. Omay Rusmana, S.Sos., M.Si., dan didampingi oleh Irban 3 (tiga) Inspektorat Kabupaten Tasikmalaya H. Edi Setiadi, ST, mengatakan, pihaknya memang membenarkan belum mengeluarkan hasil Audit Investigatif (AI) terhadap permasalahan aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020 tersebut dengan alasan pihaknya baru menjabat sebagai Irban Khusus, Irban 1 dan 2 Inspektorat Kabupaten Tasikmalaya serta masih menunggu pelimpahan hasil pemeriksaan pihak Kejaksaan Negeri Kabupaten Tasikmalaya, selain itu pihaknya mengatakan belum melihat kembali LHP BPK tersebut ada atau tidaknya rekomendasi terhadap Inspektorat Kabupaten Tasikmalaya dari LHP BPK untuk melakukan audit terkait permasalahan aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020 tersebut.

“Intinya kami dari Inspektorat Kabupaten Tasikmalaya masih menunggu pelimpahan hasil pemeriksaan atau penyelidikan dan penyidikan dari pihak Kejaksaan Negeri Kabupaten Tasikmalaya, karena kami kan harus menghargai pihak Kejaksaan Negeri Kabupaten Tasikmalaya yang saat ini sedang dan masih melakukan penyelidikan dan penyidikan terhadap kasus aliran dana Bantuan Keuangan (BANKEU) tahun 2019-2020 tersebut, jadi kami memang belum mengeluarkan hasil Audit Investigatif (AI) terkait hal itu, selain itu kami juga kan baru menjabat disini baik saya sebagai Irban Khusus ataupun Irban 1 dan 2 Inspektorat Kabupaten Tasikmalaya, jadi kami pun harus melihat kembali LHP BPK tersebut ada atau tidaknya rekomendasi untuk kami Inspektorat Kabupaten Tasikmalaya untuk melakukan audit terkait permasalahan aliran dana Bantuan Keuangan (BANKEU) tahun 2019-2020 tersebut“, ucapnya.

Meskipun sudah sangat jelas tertuang, berdasarkan Laporan Hasil Pemeriksaan (LHP) BPK tahun anggaran 2019-2020 nomor : 30B/LHP/XVIII.BDG/06/2020 tanggal 26 Juni 2020, BPK merekomendasikan Bupati Tasikmalaya agar ; a. mengintruksikan TAPD melakukan verifikasi dan merinci secara jelas besaran nilai bantuan keuangan kepada Desa untuk sarana dan prasarana yang diterima Desa dalam dokumen KUA-PPAS sebagai bahan rancangan Surat Keputusan Bupati mengenai daftar Desa penerima bantuan berikutnya; b. Menegur para pengelola bantuan keuangan kepada Desa untuk sarana dan prasarana yang terlibat dalam proses perencanaan, pelaksanaan, pelaporan dan pertanggungjawaban untuk mempedomani ketentuan yang berlaku; c. Memerintahkan Kepala Dinas Sosial PMDP3A melaksanakan sosialisasi secara menyeluruh kepada pihak terkait tentang petunjuk pelaksanaan dan petunjuk teknis bantuan keuangan kepada Desa untuk sarana dan prasarana; d. Memerintahkan APIP untuk melaksanakan pemeriksaan lanjutan atas temuan pemeriksaan bantuan keuangan kepada Desa untuk sarana dan prasarana; e. Segera mengambil langkah-langkah perbaikan sistem pengelolaan transfer bantuan keuangan kepada Desa untuk sarana dan prasarana sesuai ketentuan yang berlaku guna mencegah hal serupa dimasa yang akan datang.

Namun meskipun sudah sangat jelas dicantumkan rekomendasi dalam LHP BPK terhadap Bupati Tasikmalaya untuk memerintahkan beberapa Dinas terkait termasuk pihak APIP tersebut diatas agar segera melakukan pemeriksaan terhadap Desa-Desa yang menerima aliran dana Bantuan Keuangan (BANKEU) tahun anggaran 2019-2020 tersebut diatas, pihak Inspektorat Kabupaten Tasikmalaya masih beralasan jika pihaknya belum mengeluarkan hasil Audit Investigatif (AI) dengan alasan pihaknya masih menunggu pelimpahan hasil pemeriksaan pihak Kejaksaan Negeri Kabupaten Tasikmalaya dan belum atau harus melihat kembali LHP BPK ada atau tidaknya rekomendasi terhadap Inspektorat Kabupaten Tasikmalaya untuk melakukan pemeriksaan atau Audit.
