Mukomuko, Selebritynews.id – Paparan Mekanisme Plasma 20 % Dihadapan Utusan KMS. Pembicara Tegaskan Lahan Plasma Itu Bukanlah Kebun Inti. Sabtu (02/03/2024). 

Bertempat di Ruang Meeting Kantor Region PT. Daria Dharma Pratama (DDP) Kecamatan Ipuh, Kabupaten Mukomuko, Propinsi Bengkulu Kamis (29/02) dilakukan Sidang Panitia B dalam rangka Pembaharuan Perpanjangan Hak Guna Usaha PT. DDP.

Sidang ini juga adalah sekaligus untuk menjawab beberapa isu yang berkembang dibeberapa Media lokal seiring tuntutan dari kelompok Koalisi Masyarakat Sipil (KMS) dan Oknum Kades AP yang terindikasi tidak memahami sepenuhnya aturan pelaksanaan Pengadaan Plasma 20 % untuk Masyarakat yang dimaksud.

Hadir dalam Sidang tersebut selain GM PT. DDP dan Kuasa Direksi Anwar JIBe, hadir pula Sekretaris Daerah (Sekda) Kabupaten Mukomuko Dr. Abdiyanto, SH., M.Si, Kepala Kantor Wilayah (Kakanwil) Badan Pertanahan Nasional (BPN) Propinsi Bengkulu Indera Imanudin, SH. MH, Staf Ahli Bidang Perkebunan Provinsi Bengkulu Resmen Suryadi, dan sejumlah OPD terkait baik dari Propinsi Maupun dari kabupaten Mukomuko. 

Selain itu Ketua KMS Dedi Hartono beserta anggotanya juga terlihat hadir, dan sejumlah Kepala Desa yang juga diberikan kesempatan untuk menyampaikan tujuan permohonan serta tuntutan mereka terhadap Perusahaan. 

Tiga pembicara yang mengulas tuntas fakta tentang mekanisme dan Aturan serta dasar-dasar penggunaan lahan mengenai Plasma 20 % ini yakni Dr. Abdiyanto, SH.,M.Si Sekda Mukomuko menegaskan sebagaimana Peraturan Kementerian Pertanian (Permentan) bahwa lahan yang dijadikan kebun Masyarakat itu haruslah berasal dari Masyarakat itu sendiri bukan dari kebun inti, kemudian baru diajukan kepihak perusahaan sebagai calon Mitra, ini adalah konsep kemitraan antara Masyarakat dan Perusahaan, yang berpotensi mampu menunjang kesejahteraan Masyarakat secara luas nantinya, Ditegaskan kembali oleh beliau bahwa calon lahan kemitraan tersebut bukan berasal dari lahan inti (HGU).

Demikian pula Indera Imanudin, SH. MH Kakanwil BPN Propinsi Bengkulu dalam paparannya menjelaskan terkait pelaksanaan dan mekanisme Plasma dan kedudukan CSR Perusahaan memiliki perbedaan aturan dalam pelaksanaannya, dan ini harus jelas berkenaan dengan pengajuan Masyarakat kepada Perusahaan sebagai Mitra.

Dilanjutkan paparan Resmen Suryadi staf Ahli bidang Perkebunan Propinsi Bengkulu yang menjelaskan secara lengkap berkenaan dengan surat edaran Kementerian Pertanian Direktorat Jenderal perkebunan mengenai fasilitas Pembangunan kebun Masyarakat (FPKM) serta aturan-aturannya.

Banyak fakta menarik yang muncul dalam sidang ini berkenaan dengan apa yang selama ini menjadi tuntutan kelompok KMS dengan berpegang pada aturan-aturan versi mereka, pada faktanya dalam sidang ini terkuak banyak aturan-aturan lain yang mereka tidak ketahui dan terbantah dengan sendirinya, serta terungkap pula mengapa selama ini Perusahaan belum merespon pengajuan permohonan Plasma ini, karena ada indikasi diluar mekanisme dan aturan yang ada menjadi bagian dari tuntutan mereka, sebagai contoh mereka lebih cendrung menuntut lahan plasma tersebut diambil dari kebun inti yang sudah ada.(Suriah)
