Sejak tahun 2018, tren penerbitan obligasi dengan label tematik – seperti tematik hijau, biru, sosial, keberlanjutan, dan sustainability-linked atau yang biasa disebut dengan instrumen utang tematik telah berkembang menjadi lebih dari USD 1.3 miliar di Indonesia, dengan sebagian besar penerbitannya berasal dari pemerintah di pasar internasional untuk mendukung pengembangan proyek-proyek dalam rangka mengatasi isu-isu perubahan iklim dan keadilan sosial.

Oleh karena itu, UNDP Indonesia menyelenggarakan Dialog Interaktif mengenai “Peluang Memajukan Obligasi dan Sukuk Tematik di Indonesia”. Dialog ini mengundang para investor, penerbit, dan pemangku kepentingan terkait untuk mempelajari perkembangan dan berbagi pemikiran tentang pasar Obligasi dan Sukuk Tematik yang berkembang pesat di Indonesia.

Dialog ini dihadiri oleh perwakilan dari pemerintah, lembaga keuangan, badan usaha milik negara, komunitas diplomatik, dan organisasi internasional. Kata sambutan disampaikan oleh Muhammad Didi Hardiana sebagai Head Innovative Financing Lab, UNDP Indonesia dan Fadilah Kartikasasi sebagai Direktur Pengembangan Pasar Modal dan Pasar Modal Syariah, Otoritas Jasa Keuangan (OJK).

“Di kawasan Asia Pasifik, kemajuan yang memprihatinkan dalam pencapaian Tiujuan Pembangunan Berkelanjutan (TPB) menandakan adanya potensi penundaan selama 30 tahun, yang menjadi tantangan berat bagi semua negara. Mempercepat pencapaian TPB di tahun-tahun mendatang merupakan suatu keharusan. Komitmen Indonesia terhadap pembangunan berkelanjutan, selaras dengan visi ‘Indonesia Emas’, menggarisbawahi perlunya pendanaan yang besar. Menerapkan keuangan berkelanjutan bukanlah hal yang baru bagi negara yang berlandaskan pada semangat kolektif. Dialog malam hari ini melibatkan berbagai pemangku kepentingan, yang bertujuan untuk mengeksplorasi peluang, terutama dalam obligasi mata uang lokal, untuk mengatasi berbagai tantangan di Indonesia secara bersama-sama” kata Muhammad Didi Hardiana, Head of Innovative Financing Lab, UNDP Indonesia. 

Meskipun Pemerintah Indonesia memimpin advokasi dalam instrumen keuangan tematik seperti Sukuk Hijau (instrumen utang berbasis Syariah), Obligasi TPB, dan Obligasi Biru, terdapat sedikit penerbitan yang dilakukan oleh sektor korporasi dalam mata uang lokal.  Pengembangan lebih lanjut dari pasar obligasi/sukuk tematik di Indonesia sangatlah penting untuk memenuhi komitmen iklim dan sosial negara.

Sehubungan dengan hal tersebut, UNDP Indonesia meluncurkan Risalah Pengetahuan tentang “Peluang Memajukan Obligasi dan Sukuk Tematik di Indonesia”. Risalah Pengetahuan ini menyoroti peluang potensial bagi Indonesia untuk meningkatkan volume penerbitan obligasi dan sukuk tematik untuk mencapai komitmen negara terhadap agenda keberlanjutan dan iklim. Laporan ini merekomendasikan untuk memperluas jenis obligasi yang diterbitkan, seperti Obligasi Berkelanjutan dan Obligasi Transisi, serta meraup keuntungan dari penerbitan obligasi dan sukuk dalam mata uang lokal. Sesi peluncuran dilanjutkan dengan presentasi dari UNDP Indonesia yang menyampaikan poin-poin penting dari Risalah Pengetahuan tersebut.

Komponen Dialog Interaktif terdiri dari dua diskusi panel. Panel pertama yang dihadiri oleh Chandra Wibowo, sebagai Kepala Subdirektorat Pengembangan dan Pendalaman Pasar Surat Utang Negara, Kementerian Keuangan Republik Indonesia, Hilman Asyrofi, Head of Treasury and Investor Relations, PT Sarana Multigriya Finansial (SMF), dan Muhtar Fauzy, Senior Manager Treasury Business Division, PT Bank Rakyat Indonesia membahas kisah sukses Indonesia dalam obligasi tematik. Para pembicara dalam panel pertama bertukar wawasan dengan para peserta mengenai studi kasus obligasi tematik di Indonesia, termasuk langkah-langkah dalam pengembangan dan dampak yang menguntungkan dari penerbitan obligasi ini.

“Obligasi tematik menawarkan manfaat yang tidak berwujud: obligasi tematik menunjukkan komitmen yang kuat dari pemerintah, khususnya terhadap ESG dan TPB. Pemerintah telah muncul sebagai pencipta tren dalam obligasi tematik, menunjukkan inisiatif dan kepemimpinan, seperti yang dicontohkan oleh sikap Indonesia” ditegaskan oleh Chandra Wibowo, Kepala Subdirektorat Pengembangan dan Pendalaman Pasar Surat Utang Negara, Kementerian Keuangan Republik Indonesia. 

Ada beberapa tantangan yang harus diatasi dan peluang untuk mengembangkan pasar obligasi tematik di Indonesia. Hal ini merupakan tema dari panel kedua, yang menghadirkan Simone Utermack, Senior Director of Sustainable Finance, International Capital Market Association (ICMA), Dien Sukmarini, Analis Direktorat Pengembangan Pasar Modal dan Pasar Modal Syariah, Otoritas Jasa Keuangan, dan Boniarga Mangiring, Investment Specialist, Credit Guarantee and Investment Facility. Para pembicara berbagi wawasan mengenai perkembangan global di pasar obligasi tematik, pertimbangan investor, dan peluang di Indonesia untuk mengembangkan pasar obligasi dan sukuk.

“Tantangan dalam penerbitan obligasi tematik memang ada. Namun, tidak perlu khawatir, karena kerja sama di antara para pemangku kepentingan memastikan pengawasan terhadap dampak obligasi tersebut.
