Otoritas Jasa Keuangan (OJK) menyelenggarakan Focus Group Discussion (FGD) bertajuk “Kerangka Pengawasan dan Pengembangan Aset Keuangan Digital termasuk Aset Kripto” di Jakarta pada tanggal 28 Maret 2024. FGD ini bertujuan untuk menjaring masukan dari para pemangku kepentingan terkait pengawasan dan pengembangan aset kripto di Indonesia, sejalan dengan peralihan kewenangan pengawasan dari Badan Pengawas Perdagangan Berjangka Komoditi (Bappebti) ke OJK yang diamanatkan dalam UU No. 4 Tahun 2023 tentang Penguatan dan Pengembangan Sektor Keuangan (UU P2SK).

Pengaturan dan pengawasan aset kripto, yang sebelumnya berada di bawah Bappebti, akan secara resmi berpindah ke OJK pada Januari 2025. Perubahan ini merupakan respons atas pertumbuhan cepat aset kripto, di mana nilai transaksinya telah mencapai Rp 33,69 triliun pada Februari 2024. Sementara itu, terdapat 35 CPFAK dengan lembaga penunjang yang  terdiri  dari  Bursa  Berjangka,  Kliring  Berjangka,  dan  Repository.

Adapun  jumlah  jenis aset kripto yang diperdagangkan juga mengalami peningkatan menjadi 545 jenis, termasuk  diantaranya  39  jenis  aset  kripto  lokal.  Seiring  dengan  pertumbuhan  ini,  tentunya  akan  muncul  potensi  risiko  yang  perlu  diatasi  oleh  regulator  dalam  rangka menjamin integritas pasar dan pelindungan konsumen.

Wakil Ketua Umum Asosiasi Pedagang Aset Kripto Indonesia (ASPAKRINDO), Yudhono Rawis, yang turut hadir dalam FGD tersebut, menyampaikan bahwa pentingnya kolaborasi antara pelaku industri dan regulator untuk membangun regulasi yang lebih kuat untuk menjaga integritas pasar dan melindungi konsumen.

“Diperlukan sinergi yang kuat antara regulator dan industri untuk menciptakan ekosistem aset keuangan digital yang sehat dan inovatif mengingatkan potensi risiko yang menyertai aset kripto.  Pasca terbitnya UU P2SK, aset kripto menjadi  kelas  aset  baru  yang  menjadi  salah  satu  bagian  dari  aset  keuangan  digital,  di mana pendekatan  pengaturan  dan  pengawasan  yang  akan  diterapkan  akan  disesuaikan dengan best practice di sektor keuangan,” kata Yudho.

Salah satu topik utama yang dibahas adalah bagaimana aset keuangan digital, termasuk aset kripto, dapat menjadi sumber pertumbuhan ekonomi baru. Teknologi seperti tokenisasi dan blockchain berpotensi mentransformasi ekonomi dengan memungkinkan aset tradisional diwakili secara digital dan ditransaksikan dalam ekosistem berbasis distributed ledgers.

“Selain pengawasan, pengembangan instrumen aset keuangan digital juga menjadi fokus penting. Dengan teknologi blockchain dan tokenisasi, aset keuangan tradisional dapat direpresentasikan dalam bentuk digital, membuka pintu bagi inovasi di sektor keuangan. Saat ini, beberapa regulator global telah memanfaatkan teknologi ini untuk meningkatkan efisiensi transaksi dan mempercepat operasional lembaga keuangan,” jelas Yudho yang juga CEO Tokocrypto.

Selain itu, terdapat beberapa bentuk  pengembangan blockchain untuk mempercepat operasional lembaga jasa keuangan seperti penerapan blockchain di perbankan dalam hal percepatan settlement. Ke depannya, inovasi yang memanfaatkan blockchain dan tokenisasi akan terus meningkat dan akan menjadi salah satu inovasi yang dapat dipergunakan secara luas di ekosistem sektor keuangan. Untuk itu, OJK perlu menggali potensi ini agar semakin banyak  penyelenggara  aset  keuangan  digital  termasuk  aset  kripto  yang  berminat untuk mengembangkan use case di sektor keuangan.

“Tujuan utama dari FGD ini adalah untuk memfasilitasi pertukaran ide antara OJK dan penyelenggara aset keuangan digital dalam memperkuat dan mengembangkan ekosistem ini di Indonesia. Hasil yang diharapkan termasuk pengembangan ekosistem aset keuangan digital yang lebih luas dan efisien, serta memanfaatkan teknologi ini untuk mendorong inovasi di sektor keuangan,” terang Yudho.

Peralihan pengawasan aset kripto ke OJK dan diskusi yang dihasilkan dari FGD ini menandai babak baru dalam regulasi keuangan digital di Indonesia. Dengan kolaborasi antara regulator dan pelaku industri, Indonesia berada di jalur yang benar untuk memanfaatkan potensi penuh aset keuangan digital, termasuk aset kripto, dalam mendukung pertumbuhan ekonomi nasional.
