Denpasar – Sektor pariwisata memiliki peran krusial dalam menunjang pertumbuhan ekonomi Bali. Dengan kontribusi mencapai 54% terhadap pendapatan daerah pada tahun 2023, sektor pariwisata perlu diperkuat oleh para pemangku kepentingan terkait agar terus bertumbuh sekaligus tetap menjaga keseimbangan alam, manusia, dan budaya. Salah satu bentuk dukungan terhadap sektor ini melalui pendekatan pengurangan bahaya tembakau (tobacco harm reduction approach) untuk meningkatkan kenyamanan wisatawan domestik dan mancanegara di Bali.

Topik ini menjadi pembahasan utama dalam diskusi yang diselenggarakan Koalisi Indonesia Bebas TAR (KABAR) dengan mengusung tema “Penerapan Pengurangan Bahaya Tembakau sebagai Strategi Komplementer Mengatasi Permasalahan Merokok dan Mendukung Pariwisata Bali” di Denpasar, Rabu (9/10/2024). Narasumber diskusi ini antara lain, Dekan Fakultas Ekonomi dan Bisnis Universitas Pendidikan Nasional Bali Profesor Ida Bagus Raka Suardana, Direktur Eksekutif BPD Perhimpunan Hotel dan Restoran Indonesia (PHRI) Bali Ida Bagus Purwa Sidemen, Guru Besar Fakultas Kedokteran Gigi (FKG) Universitas Padjadjaran (UNPAD) Profesor Amaliya, dan Akademisi Universitas Mahasaraswati Denpasar, drg. Ida Bagus Nyoman Dhedy Widyabawa, Sp.Perio.

Prof. Ida Bagus Raka menyatakan Bali merupakan salah satu provinsi di Indonesia yang banyak dikunjungi wisatawan domestik maupun mancanegara. Saat ini, jumlah kunjungan wisatawan mancanegara ke Bali telah menunjukkan tren pemulihan setelah pandemi COVID-19. Pada saat pandemi, sektor pariwisata hampir terhenti total. Situasi tersebut berdampak besar terhadap kelangsungan Usaha, Mikro, Kecil, dan Menengah (UMKM), seperti hotel, restoran, serta usaha kecil lainnya, yang sekitar 50% terlibat dalam sektor ini. Dampaknya adalah penurunan tajam terhadap pendapatan daerah dan meningkatnya jumlah pengangguran di Bali.

“Pengalaman ini menunjukkan betapa pentingnya membuat wisatawan merasa nyaman dan aman agar sektor pariwisata Bali dapat pulih dan terhindar dari krisis serupa di masa depan. Dengan memastikan kenyamanan pengunjung, melalui protokol kesehatan, kebersihan, dan pengelolaan lingkungan yang baik, perekonomian Bali dapat tetap stabil dan tidak lagi mengalami keruntuhan seperti saat pandemi COVID-19,” kata Prof. Ida Bagus Raka.

Mengacu Badan Pusat Statistik (BPS), jumlah wisatawan mancanegara pada Agustus 2024 mencapai 616.641 orang atau meningkat 18,10% dibandingkan periode yang sama tahun lalu sekitar 522.141 kunjungan. Secara akumulatif, jumlah turis asing pada Januari-Agustus 2024 sudah mencapai 4.155.540 orang. Jumlah tersebut naik 21,55% dibandingkan periode yang sama pada 2023 yang sebesar 3.418.667 orang.

Seiring meningkatnya sektor pariwisata di Bali, tingkat hunian di Pulau Dewata rata-rata mencapai 70%-80%. Ida Bagus Purwa mengingatkan pentingnya kesepahaman tentang keamanan dan kenyamanan bagi para pemangku usaha. Upaya-upaya yang dapat dilakukan seperti menciptakan lingkungan di mana setiap wisatawan merasa aman dan disambut dengan hangat, penyediaan infrastruktur memadai, layanan yang ramah dan profesional, menjaga kebersihan serta kelestarian lingkungan, dan menghindari kepadatan serta polusi yang dilakukan wisatawan agar tetap dapat menikmati Bali tanpa gangguan.

“Dengan semakin banyaknya wisatawan, muncul berbagai karakter dan kebiasaan, termasuk perilaku merokok yang dapat menyebabkan polusi udara sehingga mengganggu kenyamanan lainnya, baik di tempat umum maupun di sekitar hotel. Salah satu inovasi yang dapat diimplementasikan pelaku perhotelan di Bali adalah bisa menerapkan area untuk menggunakan produk tembakau alternatif, seperti rokok elektronik, sehingga diharapkan dapat tetap ramah terhadap wisatawan,” ucap Ida Bagus Purwa.

Pendekatan Pengurangan Bahaya Tembakau

Guru Besar FKG UNPAD, Prof. Amaliya, menjelaskan pengurangan bahaya tembakau merupakan pendekatan kesehatan publik untuk mengurangi risiko kesehatan dan sosial dari kegiatan maupun penggunaan zat tertentu. Salah satu implementasi dari konsep ini dengan memanfaatkan rokok elektronik. Produk tersebut menerapkan sistem pemanasan pada nikotin cair atau tembakau sehingga menghasilkan uap atau aerosol, dan tidak menghasilkan asap seperti rokok. Berkat penerapan sistem pemanasan, potensi risiko kesehatan turun 90% dibandingkan dengan rokok. Sejumlah negara maju seperti Swedia, Jepang, Inggris, dan Selandia Baru sudah mendukung penggunaan rokok elektronik maupun produk tembakau alternatif lainnya seperti kantong nikotin.

“Uap atau aerosol yang dihasilkan produk tembakau alternatif tidak mengandung TAR. Sedangkan asap dari rokok yang dibakar mengandung TAR, zat yang menimbulkan risiko bagi lingkungan sekitar. Jadi uap atau aerosol berbeda dengan asap rokok. Dengan tidak menghasilkan TAR, produk tembakau alternatif memiliki risiko kesehatan yang jauh lebih rendah daripada rokok,” tegas Prof. Amaliya.

Ida Bagus Nyoman menambahkan, dengan menerapkan sistem pemanasan, rokok elektronik tidak hanya bermanfaat untuk meminimalisir dampak pada gigi dan gusi penggunanya dibandingkan dengan kondisi kesehatan mulut seperti yang dialami perokok, namun juga memiliki potensi untuk lebih diterima dari sisi keberlangsungan dan kenyamanan pariwisata. Tanpa TAR dan residu lainnya seperti abu pada rokok, produk ini dapat membantu dalam menjaga kebersihan lingkungan dan kualitas udara. Hal ini menjadi sangat penting di destinasi wisata seperti Bali, di mana keindahan alam dan kualitas udara adalah aset utama. Oleh sebab itu, penggunaan produk tembakau alternatif dapat mendukung upaya menjaga Bali sebagai destinasi pariwisata yang bersih dan nyaman.

“Berbagai penelitian dari dalam dan luar negeri telah membuktikan bahwa pengguna rokok elektronik yang telah berhenti dari kebiasaan merokok menunjukkan perbaikan kualitas gusi, sama seperti yang dialami oleh non-perokok. Selain itu, pendekatan pengurangan bahaya tembakau melalui penggunaan produk tembakau alternatif seperti rokok elektronik dapat menjadi komplementer yang baik untuk meningkatkan kenyamanan wisatawan. Kita bisa melihat ini sebagai langkah positif dalam menciptakan lingkungan yang bersih dan nyaman bagi semua wisatawan, baik perokok maupun non-perokok,” tutup Ida Bagus Nyoman.
